About this deal

Hitler was not immediately appointed chancellor after the success of the July 1932 elections, despite being leader of the largest party in the Reichstag. In 1930, the Nazis attracted eight times more votes than in 1928. They managed to secure 18.3% of the vote, and 107 seats in the Reichstag. The continuing failure of the government to stabilise the situation only increased the Nazis popularity. Article 4 assures the Holy See of full freedom to communicate with the German clergy and for the German bishops to communicate with the laity "in all matters of their pastoral office." The words of qualification in this clause would later be interpreted by the Nazis in its most narrow meaning to limit the Church communications to worship and ritual only. [71]

Articles 11–12 specified that diocesan boundaries had to be made subject to government approval and that ecclesiastical offices could be established if no state funding was involved. [67] As a result, Hindenburg appointed Hitler as Chancellor on 30 January 1933. But von Papen's belief in controlling Hitler and his assurances to Hindenburg did not happen, because Hitler started to control them and gain more power. In March Hindenburg signed the Enabling Act of 1933 which gave special powers to Hitler and his government, and he became a dictator. Von Papen and the conservatives lost all influence, though most of them stayed as members in Hitler's cabinet with no powers, until the fall of the Third Reich. Whilst the Nazis’ own actions, such as the party restructure and propaganda, certainly played a role in their rise to power, the economic and political failure of the Weimar Republic was also a key factor.
